Does anyone offer WB specific template (from PSD) building services?
It's pretty easy to do yourself. Have you looked at the documentation on creating templates?

yep - I have looked and I am perfectly happy tweaking a pre existing template but creating complex one from scratch seems like a job for someone that actually knows what they are doing.
You could try looking at a site like www.oswd.org - Open Source Web Design. There are lots of freely downloadable designs which can be easily adapted to work with WB.
