If I understand you correctly you want to disable the first level links on your menu. That's not a good idea. The menu only works if your visitor has JavaScript enabled. Somewhere around 10% of people using the web disable javascript for one reason or another. With javascript off, the menu will still take people to the first level page. A good general rule of thumb is to first make the site work without JavaScript then add it as a feature, in this case the flyout menus.

One other thing I want to mention is that you have a download for your 2006 fee schedules. It's normally considered good form to indicate that a link goes to a pdf download instead of a new web page.

Ideally, I would like to disable the links to the main menu pages - ie if there is for example a documents menu, with several child pages, I usually don't need anything on the main documents page at all - it simply describes the child pages. But if I do modify the template, there will no doubt be some exceptions to this that will cause problems. What I may try is editing the template so that parent pages automatically list all child pages. Will give it some more thought.

Regarding the login, there are parts of the site that are only accessible to registered users, but it would probably be sensible to move the login panel to the bottom of the left hand side of the screen so that it is less prominent.

I'll change the 'Go' button to 'Search' which should sort out the 'mystery box' problem.

when you click on a mainmenu  the loaded page tells you to pick a menu point.

Yeah you need to put something more. At least put the exact same submenu on the page as links.

Other then that. Do you need the login? It can be disabled in the backend and the template should adjust and not show it.
I would also add the text search above the search box. I don't think it was part of the orginal template and I don't know why. To me it is a mystery text box. what are you going to get by clicking go?

Why not some text/pictures there about the submenu points

The space is there, why leave it empty

I've looked long and hard for a simple CMS and WB really stands out from the rest for ease of use particularly.
