Thank you for pointing out it is not a bug. To me it feels like a bug, otherwise what is the point of having a tab called link.
I indeed used the workaround as described.

Due to circumstances no time and focus to upgrade yet, will look into that next month or so. Good progress I understand by the revisions number!

Correct solution use the Link button from the toolbar  (Y)  and you can insert a pdf file

Why do you use Wb 2.13.0 r60? In meantime we have a downloadable final (stable) wb 2.13.0 r63 . Don't forget to update the phpmailer

Ck editor 4.16.0 and 4.16.1
WB 2.13.0 r60

Backend, working on a page. I am trying to place an image which links to a pdf file.
image property screen.
Select the image by clicking the "browse server" button, no problems here.
Go to second tab (link) and click the button "browse server" again, but no pfd's are visible.

Displayed link is:
/modules/ckeditor/ckeditor/filemanager/browser/default/browser.html?Type=Image&Connector=/modules/ckeditor/ckeditor/filemanager/connectors/php/connector.php&CKEditor=content7&CKEditorFuncNum=3&langCode=nl

I think this linkbutton could do without the "Type=Image" part.

Hope this bug gets corrected in future updates.
