Maintenance mode not working in 2.13.0 r7

This problem seems to be fixed in 2.13 r10. I have just tested with this version and it works fine.

tested r9, problem still exists. Maintenance mode can not be activated (is ignored).

(Why was this topic moved to WebsiteBaker 2.12? Or did I start it in the wrong section? :)

In my setup Login was disabled. And then it just shows the "Registered Only" page to unregistered visitors.

Can confirm the maintenance problem.
But a registered page should show a login form instead of the content. In my test it works so.

Like title says. After installation, locking the CMS does not work. Also, if I create one page and make it "Registered only", it's still visible to the world.
